So, why does one have the impression that the French produce a lot more movies than the Germans?

Because they do. This list is about the number of "titles" within each genre which includes shorts, documentaries, series etc. from many years ago until the present. This one's useful above anything else to see what sort of variety a language may offer. For production numbers I'd look at the Unesco figures posted earlier.

If the cumulative numbers for French and German are about the same, and there are more French movies produced nowadays, there had to be a period when the German production rate exceeded the French one.

Do you know if that happened at some point after WWII or was it during an earlier period in German history?

The number for French (movies only) is somewhat higher but the French nowadays do produce twice as much. The Golden Age of German Cinema was in the 1920's and early 1930's. Have you ever seen "M"? I don't know how this translates into production numbers.
